FFG: Revisited – Reform with Substance?

When Minister of State for Culture Claudia Roth promised a broad reorganisation of the film funding system in February 2023, she was sure to be applauded. In the run-up to the opening of this year's Berlinale, the BKM finally presented the drafts of the funding reform, which essentially consists of three pillars: In addition to the amendment of the Film Subsidies Act, a tax incentive model and an investment obligation are planned.
Reactions to the "big hit", as Roth also called the reform, were once again euphoric, while critical voices got caught up in the details. However, for the reform to fulfil its promises, filmmakers and their associations are now called upon to identify the weak points in the complex reform and formulate them to politicians.
What is positive and where is room for improvement? Are there any glaring omissions? Where do we stand two months after the publication of the draft of the new Film Subsidies Act?
